WASHINGTON – A letter signed by 25 Republican senators calls for an investigation into Planned Parenthood affiliates illegally accessing emergency small business loans.
“We are writing to demand an investigation into how affiliates of the Planned Parenthood Federation of America (‘Planned Parenthood’), a national organization with central control over its affiliates, which has nearly $ 2 billion in assets and more than 16,000 employees nationwide are able to obtain loans through the Paycheck Protection Program (PPP) when the rules and guidelines of the Small Business Administration (SBA) have made it clear that ‘they were not eligible for such funds,’ said the letter, reported by the Washington Examiner.
The letter was dated March 25 and addressed to Isabel Guzman, administrator of the Small Business Administration (SBA).
The Paycheque Protection Program, or PPP, was put in place under the CARES Act to provide emergency loans to qualifying small businesses and nonprofits to keep employees on the payroll. during the pandemic; loans could become grants if certain conditions were met. On Thursday, Congress extended the program until June 30, 2021.
Planned Parenthood was supposed to be ineligible for loans, which were specifically aimed at small employers with 500 or fewer employees.
“Planned Parenthood, which operates in governance and practice as an affiliate group, is not eligible for these loans,” Senators said.
The head of the organization even denounced his attempt to exclude emergency loans. Seven affiliates eventually repaid their loans, but the rest of the affiliates did not, the letter said. In addition, two of the 31 affiliates applied for and received a second round of PPP loans, totaling $ 3.6 million.
“It is unacceptable for the SBA to continue to approve PPP loans to organizations that are clearly not eligible for funding,” Senators said. “This is unacceptable, not only because the SBA, like other agencies, must be a loyal and responsible steward of taxpayer dollars, but also because continuing to make funds available to Planned Parenthood affiliates is a direct violation of the law. ”
The 25 Senators called on the SBA to “promptly open an investigation” into how and why Planned Parenthood affiliates received PPP loans, and “whether Planned Parenthood, the lenders involved or the staff of Planned Parenthood. the SBA had knowingly violated the law ”. Senators called for “appropriate legal action to be taken” if the laws were found to have been willfully broken.
Noting that the program was recently extended, Senators expressed concern that “this extension will allow time for remaining Planned Parenthood affiliates to illegally obtain funds from the program” because the SBA has not taken action. on past loans.
“Moving forward, the SBA must ensure that the agency follows both the letter of the law and the intent of Congress in implementing this essential program to protect American small businesses,” indicates the letter. Senators pledged to “monitor the situation” and “vigilantly demand an investigation.”
Signatories to the letter include Senate Minority Leader Mitch McConnell, R-Ky., And Minority Whip John Thune, RS.D., as well as Senate Pro-Life Caucus Chairman Steve Daines, R-Mont.
